Founded by Miles and Debbie Koon, Nouveau Construction and Technology has served as a general contractor in the greater Dallas-Fort Worth area providing superior customer service on small-to-large scale contracting and technology infrastructure projects since 1997.

Nouveau Construction and Technology Services partners with commercial clients, public institutions, educational and healthcare facilities to develop and improve the workplace and educational environment in the areas of facilities construction and technology.

Our Construction and Technology Teams provide services such as historic building renovations, new construction, existing building renovations, pre-construction consultation, value engineering, and telecom infrastructure services.

As a highly recognized Job Order Contractor, we are committed to delivering solutions that ignite new momentum with our customers, while fostering long-lasting relationships.

In addition to the company experience, our principal managers are well versed in executing multiple projects at different locations with multiple subcontractors and in-house assets. The following are brief management profiles from each of our principle staff members. Individually, these people are among the top in their fields; when combined, they represent the premier construction and technology team in Texas.

Meet The Team

Debbie Koon

Partner, CEO/President

Debbie Koon has been involved in the construction industry since the establishment of Nouveau in 1997. Debbie provides daily guidance and leadership for all aspects of the company. She oversees the administrative aspects of day-to-day operations, including financial functions and HR responsibilities. Debbie is responsible for project tracking, reporting, and contract review.

Prior to starting Nouveau, Debbie worked in the banking industry for a number of years and then at GTE (Verizon). Her responsibilities included working with the Education and Training Department and Business Office where she served customers across the country. Other experience included working for the Lewisville Independent School District in the Human Resources Department. The knowledge gained from these experiences has given Debbie the ability to manage this diverse company, while her customer service focus provides the consistent leadership to be successful.

Miles Koon

Partner, Chief of Operations

Miles Koon has been directly involved in various management aspects of the construction, electrical and communication industries since 1985, including being Chief Operating Officer of one of the largest electrical and communication companies in Texas. In 1997, Miles and his wife Debbie started Nouveau Technology Services as a communications and construction business. With extensive contacts in the industry, along with an outstanding reputation in DFW, they quickly grew the company by promoting a “Customer’s Interests First” philosophy. Miles continues to bring a clear vision for the company with a strong background in performing and managing construction services.

Miles is responsible for overseeing Nouveau’s Client Executives. He ensures that the company’s primary focus is serving our customer’s needs while assisting them in maintaining fiscal responsibility for their projects. His hands-on approach and philosophy of building working relationships with customers has helped Nouveau become recognized as a company who truly cares. With his extensive experience in construction and communications, Miles oversees all aspects of the company’s operations.

Chris Holmberg


Chris Holmberg has been involved in the construction industry since 1991. She has work as controller for a $400 million dollar general contractor and has worked alongside numerous construction companies as a CPA. By performing workplace audits and reviews and helping construction business owners achieve their financial goals, she brings valuable experience in the coordination needed between day to day construction operations and the financial world.

Currently, Chris is based in the Carrollton office and is responsible for all accounting functions including multi-state payroll, tax compliance, accounts receivable, accounts payable and financial statement preparation while providing coordination of accounting support staff. She also maintains our work in progress schedules by analyzing budgets and costs to adequately represent percent of completion. She has been a member of the Nouveau team for over 3 years.

Chris has a Bachelor of Science in Accounting from the University of Texas at Dallas and is registered as a Certified Public Accountant in the State of Texas.

Tim Rodgers

VP of Business Development

Tim Rodgers, Vice President of Business Development, earned his Building Construction degree from ULM in 1974 and thus brings 42 years of highly diversified construction experience to Nouveau Construction. His career has involved all aspects of commercial, institutional, industrial and multi-family construction at all traditional job positions from estimator to vice president of operations. Most of his positions have been with large national contractors working on projects from coast to coast. This diversification has provided a very broad base of knowledge to tackle virtually any construction project.

Tim is a “hands-on”, technically detailed, analytical and goals-oriented manager whose experience, knowledge and skill result in bottom-line benefits to the project team and our clients. His long proven dedication to achieving customer satisfaction by maintaining the highest quality standards, fastest product delivery and most cost effective solutions to product design has earned him a highly respected position in the construction industry.

Joyce Crum


Joyce Crum, RA, has been directly involved in the construction industry since 1974, working in the commercial, municipal, hospitality, healthcare, institutional and higher education fields. As owner of an architectural company for over 20 years, and then as Associate Director of Physical Plant at the University of Texas at Dallas for 5 years, she has overseen a wide diversity of projects, both locally and abroad ranging up to $75 million.

Currently, Joyce is based in the Carrollton office and is responsible for providing support to Nouveau’s Project Managers in the day-to-day operations of the Construction Division and in Project Scheduling. She serves as the “go-to” person for Code and ADA issues, as well as provides concept development services for many of our clients and oversees Nouveau’s design-build services. She has been a member of Nouveau’s team for over 5 years.

Joyce has a Bachelor of Architecture from Texas Tech University, and is a Registered Professional Architect and Registered Interior Designer in the State of Texas.


Bruce Watry

Operations Manager

Bruce Watry has been in the construction industry since 1979. His experience includes working on commercial high-rise buildings and office/retail finish-out. He joined our team in 2002 overseeing the day-to-day operations of Nouveau’s Technology Division and serving as liaison between the Construction and Communications Divisions, while working closely with the Estimating and Purchasing Departments. In addition to his other responsibilities, Bruce is one of our Master Electricians, helping ensure we’re delivering the best solution for your electrical needs.
